2007 The Council of competition fines Thales Security System (610 000 euros), Ineo SA (2 million euros), Spie SA (470 000 euros), Eurelec (90 000 euros) and Graniou Azur for price-fixing for several public markets in the aerial navigation sector.    
2007 February 27, 2007, the Court of Appeal of Paris confirmed the pronounced penal judgments on October 26, 2005 by the Court of Bankruptcy of Paris against officers of the company Bouygues Bâtiment, CBC Ile-de-France, Dumez Ile-de-France, Fougerolle, GTM, Nord France, SAEP, SCGPM et SPIE. Those were condemned "to have taken fraudulently (...) a personal and determining share in the design, the organization or the implementation of an agreement having for object or being able to have for effect to prevent restricting or from distorting the play of competition on the market". Between 1989 and 1996, 14 companies, from which some result from a reorganization of several companies and pertaining to the six great groups of operative BTP in France during the period concerned, devoted themselves to a general and continuous agreement to be distributed 88 public markets of the colleges of Island-of-France of a total amount of 10 billion franks. The leaders recognized that, since 1989, before even the launching of the first wave of markets, the companies met and granted on the principle of a distribution of all the markets to come. They confirmed that the seven waves of public markets launched by the area were the subject of other meetings of distribution, direct contacts between the companies or exchanges of information. Initially, the companies were preselected by an occult commission near which Patrimoine Engineering had in particular as a role to make comply with a rule of division of the markets between SME and great groups (1/3; 2/3) endorsed by the regional Council of Island-of-France. In the second time, in accordance with the plan of distribution agreed upon, each preselected company made in kind is to obtain the attribution of the market by indicating to its "competitors" the markets on which its choices had been made and in their communicating his prices; that is to say to give up it by depositing a price quotation deliberately raised (cover offers). The Council of competition inflicted with the companies of the sector sanctions which account for 5% of their sales turnover - is the maximum authorized by the legislation then applicable.
